Ministry of Foreign Affairs of Romania reported that Romania had not allowed the transit of Russian military equipment for Serbia through the Danube river, as it is prohibited by European sanctions imposed on Russia because of its aggression against Ukraine, reports the Romanian newspaper Mediafax. The Romanian Ministry explained that to issue a transit license for the transportation of military products, which under the law can be issued only to the Romanian transporter, it is necessary to comply with several conditions. One of them is that operator’s services should not directly or indirectly meet the interests of individuals or entities from Russia which fall under under the EU sanctions imposed on Russia because of its actions in Ukraine. “This condition was not fulfilled in this situation, so the Romanian authorities could not issue the license,” the Romanian Foreign Ministry said. According to Serbian media, Russia should transport 30 tanks and 30 BRDM armored reconnaissance vehicles, which Belgrade is expected to receive according to a contract between Serbia and Russia. The Danube river is the cheapest way to transport equipment from Russia to Serbia. Both countries are part of the 1998 Convention on the navigation in the Danube. Serbia refers to article 27 of the Convention, that says that a country may inspect goods transported through its Danube sector, but it cannot prevent them from passing. This requirement applies to civilian and military cargo. On July 23 media has also reported that Serbia received six MiG-29 air fighters, four Mi-17 helicopters, and four Mi-35 helicopters from Russia.

Paul Goble Staunton, July 25 – A country may have a free media or have sectors of the media which are free or relatively so but not be defended by it against fascism because the population does not consume by reading or watching the free media but only the media that the regime controls, Yury Mukhin argues. Instead, this free media may reach only a tiny portion of the population and thus be no defense against a population that consumes almost exclusively the unfree media offered by the state. That is the condition of Russia today where there is a free media but it isn’t a defense against fascism because it isn’t consumed (forum-msk.org/material/society/15791759.html). Indeed, he argues in a second part of his discussion of media freedom and fascism – for a discussion of the first, see windowoneurasia2.blogspot.com/2019/07/countries-become-fascist-when-their.html– the Moscow analyst says that in some ways the less free media under the Soviets was a better defense against fascism than the freer media in Russia today. To be sure, Mukhin says, “not everything could be printed in Soviet newspapers, but about Soviet people, their needs and interests was printed a hundred times more than today. And – and this is the main thing – these newspapers were read by those whom they concerned. They were read!! And this is the key word when it comes to media freedom.” Today it is possible to find in portions of the electronic and print media stories that couldn’t be published in Soviet times, but these doo not play the role as a bulwark against fascism that a genuinely free press does because most of the media isn’t free and what is, isn’t read by a large share of the population. This is something Putin’s fascist regime understands perfectly well even if its opponents and those analyzing it do not. It doesn’t matter how free this or that media outlet is if few read or view it. What matters is that the media the population at large does consume is controlled by the regime. In fact, a fascist regime may benefit as Putin’s has by allowing certain free media “reservations.” Not only does that confuse Russians and outsiders as to what the current Russian system is all about but it has the additional value from the point of view of the Kremlin of keeping the opposition cut off from the people and thus marginalized.

The fact that we are seeing protests of 8,000 and 20,000 people indicates that the authorities do not have the iron grip they believe they have, thus the protests can conceivably grow until the authorities are overwhelmed. Putin will not let that happen and will deploy the pretorian National Guard to prevent that. Once Putin’s private force is deployed, that will mark the point where the opposition to Russian corruption, but not necessarily Putin, has reached a point where the people desperately want to see change. Of course Putin is the face, the figurehead, of Russian corruption. Putin has systemized corruption in Russia to the point where it is, quite literally, a kleptocracy. Paul Goble Staunton, July 25 – Compared to the average authoritarian regime, Aleksandr Skobov says, Putin’s rule depends “not so much on the direct use of force as on the moral corruption of society,” on the cultivation among the population of a sense that any resistance is both senseless and hopeless and that people simply have to find ways of going along. As long as the Russian people and especially those who position themselves as opposition groups buy into that view, the Russian analyst says, Putin and his regime don’t need to use much force to keep everyone in line. They can count on the population and the elites to do that for them (kasparov.ru/material.php?id=5D39A739CB63C). The arrests this week after the protest in Moscow have led many to suggest that the Putin regime is getting ready to shift “to a qualitatively new level of repressiveness,” Skobov says, in many cases forgetting that “up to now the Putin pakhanate has presented itself as a most liberal form of authoritarian regimes and hasn’t gone beyond the framework of ‘imitation democracy.’” Until now, the amount of “direct internal political force” the Putin authorities have employed has been much more modest than any average authoritarian dictatorship of the 20th century both in terms of the number of political prisoners and the level of criminalization of opposition activity,” the Russian analyst says. The Kremlin hasn’t had to, he continues, because of what he calls “the pathological law-abidingness of those Russians who are protesting.” The leaders of the protests seem to believe that their goals can be achieved by reaching agreements with those in power and being allowed a few seats in city councils or the Duma. The powers that be can’t tolerate any expressions of opposition in these venues, Skobov says, and have systematically worked to exclude them, first in the Duma and now in the Moscow city council, a reflection of its own “egotism” and something made possible by the willingness of so many to go along. “Putin’s Russia,” Skobov reminds, “is ‘a mafia state’ based on a system of illegal agreements, illegal because they presuppose agreement with the actions of the authorities when they act directly in opposition too formally existing laws.” Any agreement with them is one of “a bandit with his ‘victim.’” “The mafia system is reproducing feudal social relations … based on unequal agreements,” he says, a system which represents reviving in a radical way “the medieval strata-corporative model” as the fascists did in the 20th century. Putin both instinctively and quite consciously is seeking to restore “a medieval model of the state.” But there is one distinction, Putin’s medievalism is intended to ensure his unlimited power and insulation from any direct criticism in the halls of parliament or of power. He has succeeded as far as he has because his system isn’t based on direct use of force but rather “the moral corruption of society” by promoting the notion that only he and not society can act. Negotiating with someone who has that goal is a path to nowhere. And yet that is what some who protested against being excluded as candidates for the Moscow city council are doing by reducing their demands as they have in the hopes of getting an agreement with powers that have no plans to yield on anything. “If the present leaders of the protest allow themselves to become involved in such ‘a compromise,’ this will be their political suicide. They will automatically cease to be leaders of protest” and the powers that be will treat them as what they have becoming willing or unwilling co-conspirators with those in power. These leaders have concluded that they have to play by the rules the regime sets or “things will be worse.” But they need to recognize that 24,000 protesting on Sakharov Prospekt is apparently today the limit of Moscow’s protest potential.” And that isn’t enough to force the authorities to make any real concessions. “But it is already too much for the powers that be to fail to take notice of it. It has become too noticeable for others,” and so the authorities have arrested more. Moreover, the powers that be will continue to do so in order to show who is boss. Among the additional steps may be the complete criminalization of protest, allowing them to detain people much longer. The authorities can disperse a meeting of 20,000, “and even if they do this much more harshly than they have done up to now, the angry masses will not get rid of them the next day.” And that leads to the most important lesson Russian opposition leaders need to learn, Skobov concludes. “Victory will come only to those who are ready to go into battle without the hope of victory. As a first step in that direction,” the commentator says, they must show themselves willing to break some windows to call into question the image Putin has promoted of himself as all-powerful and the people as totally dependent on him.

And that is this: when Russians talk about Karelia, they mean the Republic of Karelia with a capital in Petrozavodsk; but when the Finns do, they mean “Kariala, the territories which they lost after World War II and which are partially located in Russian Karelia and partially in Leningrad Oblast. That difference inevitably produces misunderstandings, but the reality is that “when the Finns speak about ‘Karjala takaisin’ (‘the return of Karelia’), the Russians think that they are talking about the Karelian Republic as a whole” when in fact they are talking about something altogether different and smaller. No one in Finland aspires to occupy Petrozavodsk, but many Finns, but not parliamentary parties, speak about their desire for a return of the territories Moscow occupied. Helsinki officials know that Russia isn’t about to give these areas back and that, if it did, it would cost the Finns enormous amounts of money to bring those areas up to Finnish standards. If there is no movement on this issue, why then has it surfaced now? One possibility, Region.Expert says, is that Moscow wants to win sympathy among the Finns about Vladimir Putn’s new “peaceable” approach and openness to discussion and thus limit any possibility that Finland will join NATO, something ever more Finns have been thinking about. At the same time, it is important to note, the regionalist portal says, that few Karelians want to become part of Finland. They are interested either in greater autonomy or independence, both of which would open the way for closer contacts with but not integration into their Western neighbor.

It began cruising along the Black Sea coast of Crimea,” the statement reads.
