Russia looking for replacement for “troubled” Pantsir air defense system – Defence Blog

The Russian Armed Forces are looking more advanced and cost-effectivity air defense system to replace “troubled” Pantsir (SA-22 according to the NATO designation) anti-aircraft defense system. According to sources in the Ministry of Defence of the Russian Federation, who spoke on the condition of anonymity, the Russian Army and Navy are dissatisfied with Pantsir complex and looking on absolute new air defense systems. For the army, the Pantsir air defense system proved too heavy, complex and not effective to protect against most of the potential threats. To protect the ships in the coastal zone and in harbors, the naval version of Pantsir has also become too expensive and not very effective. Pantsir is a medium-range surface-to-air missile and anti-aircraft artillery weapon system that has combined missiles and guns. But during a real operation in Syria was revealed a number of technical flaws of Pantsir system that designed to provide point air defense of military and industrial installations against aircraft, helicopters, precision munitions, cruise missiles and UAVs and to provide additional protection to air defense units from enemy air attacks employing precision munitions especially at the low to extremely low ranges. What’s more, Pantsir-S1 missile defense system took a direct hit during an Israeli airstrike in Syria. On 21 January, the Israeli military says it has hit Iranian and Syrian targets around Damascus, including advanced Pantsir-S1 air defense system. “During our strike, dozens of Syrian surface-to-air missiles were launched, despite clear warnings to avoid such fire. In response, we also targeted several of the Syrian Armed Forces’ aerial defense batteries,” the military statement said. Also, Israeli military released footage showing the several Russian-made Pantsir-S1 (SA-22 according to the NATO designation) missile defense systems took a direct hit during an Israeli airstrike in Syria. This is not the first case when the Israeli Air Force destroys the Pantsir-S1 system with impunity. On May 10, 2018, Israeli fighter jets struck several military targets in Syria, including Russian-built Pantsir-S1system. Radar of the air defense system can’t keep up with acquisition and tracking of small size targets, like as drones and precision munitions. During the defense of the Russian military base in the province of Latakia, most enemy targets were shot down with cannon weapons, which does not guarantee protection against high-speed attacks and creates a threat of concomitant destruction. Currently, attempts are being made to develop for Russian Air Force new advanced version, called the Pantsir-SM, with latest electronics, radar, and new missiles. A new project is being funded by selling the existing version of “troubled” air defense systems abroad at a low price.

Reprofiling of defense enterprises is proposed to be financed by them. With the record conversion rates prescribed from above, and the “optimization” of the state defense order, bankruptcy procedures for defense companies that did not fit into the race for conversion victories are increasingly being initiated. One gets the impression that the slogans of “catching up and overtaking” each other and America in corn, milk, meat are stored as driving belts of advanced achievements in post-Soviet Russia. But, as before, the traditional method beats the DIC with a boomerang. This was discussed at the recent board of the Ministry of Industry and Trade, however, more on the sidelines. Many experts complained about the lack of conversion rates and, accordingly, a number of target indicators, but at the same time – the desire of departments and corporations to please the officials of the highest power echelon. The Ministry of Industry and other government agencies believe that, for example, in radio electronics already in the second half of the 2020s, chips, matrices, processors, other devices, installation equipment, etc. should be almost exclusively domestic. According to the import-substituting program of the department, the segment is estimated at 538. But now the share of the mentioned domestic components reaches at most 15 percent. And at least 70 percent of the enterprises of the Russian defense-industrial complex and a double profile buy almost the foreign ECB in almost the same volumes. We’ll have to seal the import labels of Russian or Belarusian, so many people said on the sidelines of the board. In addition, the quite possible worsening of the geopolitical situation in 2020 and later is not taken into account, which will require at least a freezing of the conversion plans, and even the cancellation of most of them. ” This is about last year’s decision of the Russian government to oblige state-owned enterprises of the defense industry to increase the share of civilian products to 30 percent by 2025, and to 50 percent by 2030 against the current 20 percent. According to the Ministry of Industry and Trade of the Russian Federation, about 1.5 trillion rubles were spent on the creation and mass production of weapons and military equipment in the line of the Ministry of Defense of the Russian Federation over the past five years. At the end of 2018 almost two thousand weapons were delivered to the troops. Among them are five surface ships, four regimental sets of ZRK S-400, 74 aircraft and helicopters, 80 unmanned aerial vehicles, 250 tanks and combat armored vehicles. What’s next? There were no detailed guidelines on this issue at the board of the Ministry of Industry and Trade. However, according to the ministry, the conversion of defense enterprises will have to be financed mainly by themselves. Regarding the dynamics of production in the military-industrial complex, Deputy Prime Minister Yury Borisov noted at the board: “Defense” shows growth compared to 2017 in the following sectors: in the electronic industry – 108.8 percent, production of ammunition and special chemistry – 102.7 percent, conventional weapons – 101.7 percent, shipbuilding – 101.5 percent. ” Indicators, frankly, a little impressive. At the same time, it is necessary to ascertain the decline in production in the aviation and rocket and space industries, again due to a decline in state defense orders. The fall was 12.5 and 4.1 percent, respectively. For now, we recall, the LG is being implemented for 2011–2020, with 23 trillion rubles provided for it. And in order to load the defense industry with civilian demand, there is a conversion program (for the 2020s), which has three trillion rubles. But the real needs of its financing, by many estimates, are at least three times more. In the meantime, the above-mentioned trends lead to a halt in defense enterprises, massive layoffs, increase the register of bankrupts. So, in March-April, this trend spread to PJSC Motovilikha Plants (Perm Territory), specializing in the production of field, self-propelled artillery and mortars, RSZO, etc., and in the civil part – on the oilfield equipment. Expanding the program of layoffs at the Perm Powder Plant. Basically, for the same reason, the property of the Sosnovsky Shipbuilding Plant (Kirov Region) was arrested: he was one of the few in the USSR and the Russian Federation who used the stream technology of production of river-sea vessels for the defense industry and civilian economy. An Army major proposes in a recent paper that the Russian offensive, a mostly conventional warfare campaign that also used social media to recruit proxy troops, showcases how Russian units could defeat the U.S. Army in key eastern European states. Despite a drumbeat of worry about the Russian New Generation, or hybrid, warfare, the paper notes that conventional land combat, with rockets, missiles, artillery, mechanized infantry and tanks, has dominated the Russian-Ukrainian conflict. Paul Goble Staunton, May 13 – Telephone bomb threats have forced the suspension of flights in airports in Kazan, Volgograd and other cities as well as prompted the evacuation of numerous additional facilities across the North Caucasus (kasparov.ru/material.php?id=5CD97EB5E69EB,idelreal.org/a/29938337.htmland kavkaz-uzel.eu/articles/335402/). No bombs have been found, but such events are spreading both concern among the population and questions about why the Moscow authorities with all their power don’t seem to be able to do anything about this plague, concerns and questions because the central Russian media have almost completely ignored the bomb threats. Instead of calming Russians, that almost certainly has had exactly the opposite effect, allowing social media to play up these bombing threats implying that there may be even more such dangers than the regime is admitting. In today’s environment, those risks are far greater than they were even a year ago.

Paul Goble Staunton, May 13 – Soviet and Russian historians, and following them, many in the West, have portrayed the Muslim population of the Russian Empire as inherently and dangerously reactionary, a description that is not only inaccurate but is designed to exculpate the Bolsheviks from their crimes against Muslims. In fact, the Muslims of the Russian Empire were some of the most liberal of all Islamic communities, with leaders who served in the Duma, were committed to the creation of a liberal democratic state like that of the United States or Switzerland, and modernist in their views on issues ranging from the status of women to minority rights. All this is documented in an impressive new book, The Great Russian Revolution of 1917 and the Muslim Movement (in Russian, compiled by Salavat Iskhakov, Moscow: Institute of Russian History, 2019) and stressed in a new review by Andrey Martynov at regnum.ru/news/innovatio/2627526.html). “The final goal” of Muslim activists in Russia n 1917, the book says, “was hardly an Islamic theocratic state but a Western political system along the American or Swiss models.” They thus overwhelmingly supported Alexander Kerensky against the Kornilov putsch and overwhelmingly opposed the Bolshevik seizure of power. Because of this opposition, the Bolsheviks portrayed the Muslim leaders as the blackest of blackguards and moved to eliminate them, killing most and driving the remainder into emigration. The consequence of that action was that what little was left of the Muslim establishment, a microscopic number of imams and mullahs, was in fact deeply conservative. That allowed the Soviets to continue to portray the Muslims as reactionaries, a view far too many in the West have accepted without close examination. Now that there is a Russian book urging precisely that, it may be possible that some in both Russia and the West will recognize just how liberal the Islamic community in Russia was – and how the Bolsheviks destroyed it. For one extremely detailed study of Muslim leaders at the time of the Russian Revolution and their aspirations, see Shafiqa Daulet’s Moscow and Kazan (Hudson, NH, 2003). In it, she describes the debates at the major Muslim congresses at that time, debates which show how liberal this community was before the Bolsheviks worked to destroy it.

 

Is Russia Preparing A Gas Nuclear Option?

Vladimir Putin is noted for taking surprise action, which confronts his victims with a fait accompli. They must then either accept the new unfavorable status quo or react in a way that they would consider too risky. Putin has employed this playbook in Georgia, Crimea, East Ukraine, Syria, on Ukrainian naval vessels in the Black Sea and to prop up the Maduro regime in Venezuela. Putin’s potential targets should put themselves inside Putin’s head to anticipate his next hostile move in order to avoid again being caught off guard with few good options. Putin loves the unexpected; so beware. On paper, this would be the worst time for Russia to act up in its European gas market. Russia’s Gazprom just narrowly saved its key project – the undersea Nord Stream 2 pipeline directly to Germany – despite almost universal opposition in Europe. Gazprom faces new unfavorable (unacceptable) regulations: On April 5, 2019, The European Parliament and European Commission adopted a new gas directive that requires Gazprom to unbundle delivery from production. Moreover, Germany’s Angela Merkel has promised Ukraine that, Nord Stream 2 or not, Russian gas will continue to flow through Ukraine. That’s not all: With the threat of competition from American LNG, Russia would strive to emphasize the reliability of its deliveries to its massive European market. Finally, LNG competition would surely constrain Putin from taking hostile action that jeopardizes Russia’s European gas revenues. We can add one more factor that should temper Gazprom’s behavior with respect to its European gas market: According to Gazprom’s own reports, the Nord Stream 2 pipeline will not be completed as planned by the start of 2020. Denmark has not issued construction permits and has requested that Nord Stream change its route. According to European authorities, the delays could be substantial. With Nord Stream 2 delayed (its capacity is 85 percent of Ukraine’s transmission capacity into Europe), Russia would seem to have no choice but to make substantial use of Ukraine’s pipeline.

Turkey appears to be deliberately purchasing less Russian gas until the Russian gas monopoly Gazprom completes the $7 billion Turkish Stream gas pipeline, reports finanz.ru. At the end of the first quarter of 2019, Russia had for the first time in history lost its competitiveness on the Turkish gas market to liquefied natural gas (LNG) from the US, Qatar, Algeria and other countries. The total amount of Russian gas bought by Turkish clients, including the state-owned company Botas and independent operators, dropped by nearly 50% to 4.4 billion cubic meters. This is the lowest figure this decade, writes the Russian news agency Interfax, citing the Turkish Energy Market Regulatory Authority (EMRA) and its own calculations: only the first quarter of 2010 had a lower volume (4.32 billion cubic meters). According to the EMRA’s statistics, Turkey has consistently been buying more LNG than Russian gas since January. Whereas in December 2018, Turkey bought 2.26 billion cubic meters of gas from Russia and only 1.97 billion of LNG, the situation had changed by January 2019: 1.83 billion cubic meters of gas was bought from Gazprom, as compared to 2.34 billion of LNG from other suppliers. The difference was maintained in February: Turkey bought only 1.21 billion cubic meters from Gazprom, and 1.69 as LNG. Turkey’s key suppliers were the US, Algeria, Qatar, Egypt, Nigeria, Angola, and Trinidad and Tobago. LNG was also bought from France and Spain, which had excess volume to re-export due to an unusually warm winter.

The Zelensky team can build on this legacy to strengthen Ukraine’s resilience vis-à-vis Russia’s intensifying political and economic pressures amid a protracted war (see Part One in EDM, May 9). But Zelensky is also inheriting a highly heterogeneous electorate by dint of its sheer size: an ad hoc, unrepeatable conglomeration of protest-motivated voters, as distinct from a party-based coalition. The 73 percent of voters (spread almost evenly throughout Ukraine) who elected Zelensky on April 21 differ widely in terms of their values, interests, priorities, and the expectations they attach to the new president. These differences include attitudes toward Russia, the ongoing war, and national and cultural identity. Zelensky’s decisions down the road on these issues will carry the political risk of splitting his electorate. On the other hand, the national interest would be put at risk by compromise decisions or issue-straddling with electoral motivations. Zelensky’s own statements thus far indicate, basically, continuity with the policies of the outgoing president and governing coalition vis-à-vis Russia. The president-elect has not yet authorized members of his team to make policy statements publicly. This team is still the electoral campaign team. He has yet to recruit experts on foreign policy, international relations and (particularly) on Russia for a transition team. Given Zelensky’s lack of experience in these areas, it is assumed that his public statements are supplied to him, possibly from experts outside the known team. And so it is logical that the old guard in the Orthodox Church of Ukraine decided to return the former privileges – even if by evading a new split. How exactly the split can take place? As the honorary patriarch said above, he intends to convene a Council and try to seize power again. To convene the Council, Filaret needs a third of the votes – that is, 20 hierarchs of the Orthodox Church of Ukraine. According to the media information, Filaret’s disagreement is caused in particular by paragraph 5 of the Charter. “The Orthodox Church of Ukraine consists of religious organizations that have legal status in accordance with the provisions of the Constitution and the laws of Ukraine”. Prior to the adoption in this form, this provision of the Charter sounded differently as “Autocephalous Church in Ukraine, which has legal status in Ukraine in accordance with the provisions of the Constitution and laws of Ukraine”, which meant that the church itself was the subject of law. Filaret also advocates changing the order of appointment of the permanent members of the Synod. The statute stipulates that there are three of them. Filaret believes that there should be 12 of them, for the rest of the bishops to leave the opportunity to be alternately temporary members of the Synod. Therefore, Filaret proposes to first convene a Local Council, at which participants will adopt the Charter, and then, on the basis of the new Charter, choose a Synod that Filaret will be able to control.
