The Russian Armed Forces are looking more advanced and cost-effectivity air defense system to replace “troubled” Pantsir (SA-22 according to the NATO designation) anti-aircraft defense system. According to sources in the Ministry of Defence of the Russian Federation, who spoke on the condition of anonymity, the Russian Army and Navy are dissatisfied with Pantsir complex and looking on absolute new air defense systems. For the army, the Pantsir air defense system proved too heavy, complex and not effective to protect against most of the potential threats. To protect the ships in the coastal zone and in harbors, the naval version of Pantsir has also become too expensive and not very effective. Pantsir is a medium-range surface-to-air missile and anti-aircraft artillery weapon system that has combined missiles and guns. But during a real operation in Syria was revealed a number of technical flaws of Pantsir system that designed to provide point air defense of military and industrial installations against aircraft, helicopters, precision munitions, cruise missiles and UAVs and to provide additional protection to air defense units from enemy air attacks employing precision munitions especially at the low to extremely low ranges. What’s more, Pantsir-S1 missile defense system took a direct hit during an Israeli airstrike in Syria. On 21 January, the Israeli military says it has hit Iranian and Syrian targets around Damascus, including advanced Pantsir-S1 air defense system. “During our strike, dozens of Syrian surface-to-air missiles were launched, despite clear warnings to avoid such fire. In response, we also targeted several of the Syrian Armed Forces’ aerial defense batteries,” the military statement said. Also, Israeli military released footage showing the several Russian-made Pantsir-S1 (SA-22 according to the NATO designation) missile defense systems took a direct hit during an Israeli airstrike in Syria. This is not the first case when the Israeli Air Force destroys the Pantsir-S1 system with impunity. On May 10, 2018, Israeli fighter jets struck several military targets in Syria, including Russian-built Pantsir-S1system. Paul Goble Staunton, May 13 – Soviet and Russian historians, and following them, many in the West, have portrayed the Muslim population of the Russian Empire as inherently and dangerously reactionary, a description that is not only inaccurate but is designed to exculpate the Bolsheviks from their crimes against Muslims. In fact, the Muslims of the Russian Empire were some of the most liberal of all Islamic communities, with leaders who served in the Duma, were committed to the creation of a liberal democratic state like that of the United States or Switzerland, and modernist in their views on issues ranging from the status of women to minority rights. All this is documented in an impressive new book, The Great Russian Revolution of 1917 and the Muslim Movement (in Russian, compiled by Salavat Iskhakov, Moscow: Institute of Russian History, 2019) and stressed in a new review by Andrey Martynov at regnum.ru/news/innovatio/2627526.html). “The final goal” of Muslim activists in Russia n 1917, the book says, “was hardly an Islamic theocratic state but a Western political system along the American or Swiss models.” They thus overwhelmingly supported Alexander Kerensky against the Kornilov putsch and overwhelmingly opposed the Bolshevik seizure of power. Because of this opposition, the Bolsheviks portrayed the Muslim leaders as the blackest of blackguards and moved to eliminate them, killing most and driving the remainder into emigration. The consequence of that action was that what little was left of the Muslim establishment, a microscopic number of imams and mullahs, was in fact deeply conservative. That allowed the Soviets to continue to portray the Muslims as reactionaries, a view far too many in the West have accepted without close examination. Now that there is a Russian book urging precisely that, it may be possible that some in both Russia and the West will recognize just how liberal the Islamic community in Russia was – and how the Bolsheviks destroyed it. For one extremely detailed study of Muslim leaders at the time of the Russian Revolution and their aspirations, see Shafiqa Daulet’s Moscow and Kazan (Hudson, NH, 2003). In it, she describes the debates at the major Muslim congresses at that time, debates which show how liberal this community was before the Bolsheviks worked to destroy it.

Putin’s potential targets should put themselves inside Putin’s head to anticipate his next hostile move in order to avoid again being caught off guard with few good options. Putin loves the unexpected; so beware. On paper, this would be the worst time for Russia to act up in its European gas market. Russia’s Gazprom just narrowly saved its key project – the undersea Nord Stream 2 pipeline directly to Germany – despite almost universal opposition in Europe. Gazprom faces new unfavorable (unacceptable) regulations: On April 5, 2019, The European Parliament and European Commission adopted a new gas directive that requires Gazprom to unbundle delivery from production. Moreover, Germany’s Angela Merkel has promised Ukraine that, Nord Stream 2 or not, Russian gas will continue to flow through Ukraine. That’s not all: With the threat of competition from American LNG, Russia would strive to emphasize the reliability of its deliveries to its massive European market. Finally, LNG competition would surely constrain Putin from taking hostile action that jeopardizes Russia’s European gas revenues. We can add one more factor that should temper Gazprom’s behavior with respect to its European gas market: According to Gazprom’s own reports, the Nord Stream 2 pipeline will not be completed as planned by the start of 2020. Denmark has not issued construction permits and has requested that Nord Stream change its route. According to European authorities, the delays could be substantial. With Nord Stream 2 delayed (its capacity is 85 percent of Ukraine’s transmission capacity into Europe), Russia would seem to have no choice but to make substantial use of Ukraine’s pipeline.

These differences include attitudes toward Russia, the ongoing war, and national and cultural identity. Zelensky’s decisions down the road on these issues will carry the political risk of splitting his electorate. On the other hand, the national interest would be put at risk by compromise decisions or issue-straddling with electoral motivations. According to the patriarch, today all “anti-Ukrainian” forces have joined effort to destroy the Kyiv Patriarchate in Ukraine. “There is a conviction of Ukrainian bishops not to support the existence of the Kyiv Patriarchate in Ukraine. The overwhelming majority of Orthodox churches did not recognize it. And day by day this process is cemented – there is practically no prospect of recognizing former schismatics. At the same time, the new church now has to share with Constantinople and obey all its orders. Whereas the Kyiv Patriarchate was in this sense a truly independent organization. That is, the exchange of “canonicity for independence” did not work out. And so it is logical that the old guard in the Orthodox Church of Ukraine decided to return the former privileges – even if by evading a new split. How exactly the split can take place? As the honorary patriarch said above, he intends to convene a Council and try to seize power again. To convene the Council, Filaret needs a third of the votes – that is, 20 hierarchs of the Orthodox Church of Ukraine. According to the media information, Filaret’s disagreement is caused in particular by paragraph 5 of the Charter. “The Orthodox Church of Ukraine consists of religious organizations that have legal status in accordance with the provisions of the Constitution and the laws of Ukraine”. Prior to the adoption in this form, this provision of the Charter sounded differently as “Autocephalous Church in Ukraine, which has legal status in Ukraine in accordance with the provisions of the Constitution and laws of Ukraine”, which meant that the church itself was the subject of law. Filaret also advocates changing the order of appointment of the permanent members of the Synod. The statute stipulates that there are three of them. Paul Goble Staunton, May 13 – Many in Ukraine and other former Soviet republics regularly accuse the Russian Orthodox Church of the Moscow Patriarchate of working hand in glove with the Kremlin to promote Russian interests in their countries, an accusation some dismiss as paranoid and unworthy of attention. But in fact, the complaints of the non-Russians are fully justified; and in recent months, the Russian government has not bothered to conceal the fact that it is financing projects by the ROC MP in these countries intended to promote Russian interests, actions that have attracted little attention in the West. Last month, for example, the Russian culture minister provided 16.8 million rubles (250,000 US dollars) to the ROC MP and allied structures in Kazakhstan to hold a theology congress there, a meeting clearly intended to promote Russian activities and goals (openmedia.io/exclusive/minkultury-potratit-17-mln-rublej-na-meropriyatiya-rpc-v-kazaxstane/). Now, the Russian culture ministry has announced that it will provide 22 million rubles (360,000 US dollars) to the ROC MP and allied groups in Belarus to do the same thing in that country before the end of this year (credo.press/224370/). Among the conference and exhibit topics Moscow wants to see organized in Belarus are “The Spiritual Foundations of the Fraternal Peoples of Russia and Belarus,” “Dostoyevsky as a Spiritual Guide of the Russian and Belarusian Peoples,” and also “Aleksandr Nevsky, the Symbol of Russia.”
