Finland and Sweden explore ways to deal with emerging threats in the information environment


I hope that someone from the US is involved in this tabletop exercise, specifically from the Deputy National Security Advisor for Strategic Communication’s (DNSA/SC) staff. It is their job to coordinate these efforts on behalf of the United States as well as building a better network of experts in this field. 

I also hope the Under Secretary of State for Public Diplomacy and Public Affairs sends someone, as State would be the responsible action agency.  Don’t forget, nobody in the Embassy works for the Under Secretary. The Public Diplomacy and Public Affairs officers in the Embassy work only for the Ambassador.

I also hope someone is there from the Global Engagement Center, this would be the action office responsible for executing most actions originating from the DNSA/SC. 

Without Presidential and Secretary of State appointed leadership in each of these offices, we can only hope these meetings are attended, reported on, and coordinated.  There’s a saying by James Cameron that applies, however, “hope is not a strategy, luck is not a factor”.

Finland and Sweden explore ways to deal with emerging threats in the information environment

A joint workshop and table top exercise to be conducted by Finnish authorities and ministries and the Swedish Government Offices in December will focus on how to respond to emerging threats in the information environment. The objective is to enhance cooperation and coordination between Finland and Sweden and to train public officials to identify, analyse and respond to attempts to influence through information.

The workshop and the table top exercise, to be held in Stockholm, will be attended by public officials representing various ministries and other bodies. The Prime Minister’s Office and the Swedish Government Offices are in charge of the arrangements for the workshop and exercise, in cooperation with the Swedish Civil Contingencies Agency (Myndigheten för samhällsskydd och beredskap, MSB), the NATO Strategic Communications Centre of Excellence (NATO StratCom COE) and Lund University. Preparations for the workshop and exercise began in summer 2018.
