A Russian Information Warfare Proposal


Professor, Doctor of Political Sciences  Panarin Igor Nikolaevich

Dr. Igor Panarin has been intimately involved with Russian Information Warfare (IW) at the highest levels for more than 20 years.  Dr. Panarin received a medal from Putin for his assistance with the Crimea invasion behind closed doors in April 2014.

Most of the organization for today’s Russian IW mirrors proposals he has submitted in the past, most notably his 2008 proposal as published in Recasting The Red Star by Timothy L. Thomas in 2012, beginning on page 304. In my papers, I have Anglicized his titles, but I’ve kept much of his structure. 

He is also the person who predicted that the United States would split into six parts by 2010.  He actually hasn’t dropped that prediction but has modified it periodically. Now he just says the US is going to split, but he gives no timeframe. 

A few observations of his more egregious claims in his article, titled Hybrid war and world politics

He references “London – the Third Carthage”.  I’ve touched on this briefly, before in Dr. Igor Panarin: “Our main enemy is London – The Third Carthage”, and he explains this concept in a fair amount of detail. If you believe he hates the US, he hates the UK more, but he lumps the US and the UK together there. He even blames the Brits for stealing all the Russian gold reserves at one point and for starting the 1917 revolution. 

He paraphrases ‘we have nukes’ is in the first paragraph.

3. “Our policy will never be based on claims of exclusivity [Ed – a reference to the US], we defend our interests and respect the interests of other countries, we are guided by international law, we consider the UN key role to be unshakable.”

This is without a doubt, the most disingenuous statement of the article. Russia respects no other country, most notably their sovereign rights – especially those of Ukraine, Georgia, and Romania/Moldova (Transnistria). I hereby witness that Russia breaks more international laws than any other country, but hides behind UN vetoes and “prove it”. 

He continues, saying that NATO is engaging in a Hybrid War against Russia.  Sorry, Igor, it’s a figment of your active imagination. 

The most important component of the anti-Russian deterrence strategy, approved at the NATO summit in Warsaw (2016), is a hybrid war that is systematically conducted against Russia with the aim of weakening and disintegrating it.

Russia claims it is being attacked using exactly the same tactics and strategies that Russia is using against the West. This is classic blameshifting, a common Russian argumentative technique used in their propaganda. 

Following the assassination attempt on Colonel Skripal and his daughter Yulia, there was a large back and forth between the West and Russia’s propaganda machine, complete with 32 alternative theories offered by Russia. But, this proves, he claims (again, British MI6 supposedly tried to assassinate the Scripals),

He goes on to say the West failed to counter Russian IW. 

As the course of the strategic offensive information operation of British intelligence MI6 (allegedly poisoning of the traitor Skripal) has shown, the current mechanism of counteraction to information operations of Great Britain and the West as a whole on the part of Russian state structures is unproductive and unsystematic, since the real reaction began only after the national anti-Russian coalition . In addition to prompt response to the growing actions of the hybrid war being waged against Russia, it is important for the authorities of Russia to realize that it is not very promising to limit themselves to a defensive position. It is necessary to take not only preventive measures and countermeasures,

Up to this point, everything has been fluff.  His actual proposal is wordy, here it is. 

The main problem of Russia is the lack of organizational mechanisms and coordination structures. For the effective conduct of information confrontation, from my point of view, it is necessary to create a state system of ministries and departments involved in the algorithm of information operations (defensive and offensive).

We also need the State Council for Information Confrontation under the President of Russia, in the regions – with presidential plenipotentiaries, the head of state should have an appropriate adviser.

The Federal Bureau of Strategic Communications (FBSK) is the answer to the information aggression of the West against Russia.

  • The General Directorate of Information Operations (GUIS).
  • Main Directorate of Regional Centers (It is planned to create seven regional centers: St. Petersburg, Kaliningrad, Sevastopol, Vladikavkaz, Rostov-on-Don, Yekaterinburg, Vladivostok).
  • The main coordination department (representatives of law enforcement agencies and the Ministry of Foreign Affairs).
  • The main department of social networks.
  • Main information management (interaction with the media).
  • United Press Center.
  • Training Center.
  • Management of affairs.

FBSK will create an Information Attack Warning System (SPIN). SPIN is a special integrated system for the early detection of Western information operations, the launch of defensive information operations, and the transfer of information to the Operational Analytical Center of the State Information and Monitoring Center on the basis of which an information attack against Russia using information weapons will be recorded and an operative decision will be taken on the response of the Information Special Forces Russia. SPIN will consist of three  levels  – regional centers, Operational and Analytical Center GUIO and grouping of strategic offensive information operations (Infospetsnaz Russia).

The proposed by me conceptual proposals are not the ultimate truth. Rather, they are intended to launch a broad expert dialogue on this very important issue for the security of our Fatherland. After August 2008, Russia managed to make a colossal qualitative leap forward in the three military spheres – Aviation, Fleet and Special Forces. It’s time to fundamentally tackle the most problematic area, where our success is minimal – the sphere of Information Confrontation.

  • I have no doubt he wants to be the “Advisor to the President of Russia on Information Confrontation”.  ’nuff said.
  • His baby: Federal Bureau of Strategic Communications (FBSK).
  • The FBSK is almost a clone of his 2008 proposal. It looks like he’s trying to centralize and streamline operations.
  • The FBSK includes:  Main Directorate of Regional Centers (It is planned to create seven regional centers: St. Petersburg, Kaliningrad, Sevastopol, Vladikavkaz, Rostov-on-Don, Yekaterinburg, Vladivostok).

For this last bullet…  why would you need seven regional centers if Russia is defending against Western information attacks?  Easy, this is mostly directed at Russian citizens.  Russia desperately needs to control the information flowing to its citizens, to ward off another revolution. 

Bottom line, Dr. Panarin is proposing a full-blown Russian Information Warfare state council and agency overlaid on top of the current Russian information warfare machine. That is a HUGE increase in expenditures for Russian information warfare. This also includes a big promotion for him.

1.Specification of the current situation in the world

June 5, 2018, the first after the triumphant victory of Vladimir Putin in the presidential elections, the visit to Austria was successful, developing a positive May foreign policy trend (visits by A. Merkel, Makron and E. Macron, S. Abe). To some extent, the talks in Vienna were the final blow to the breakthrough of the information and diplomatic blockade created around Russia in 2018 by Russia’s main historical enemy, London.

However, to calm down early. Today, there is every reason to talk about the radical course of London – the Third Carthage – to exacerbate the geopolitical and geo-economic situation in the world as a whole and the creation of the Belt of Instability around Russia. As a consequence, the increased danger of the spread of instability also spread to the territory of Russia, primarily with the help of the technologies of the Hybrid War (disinformation, terrorism, etc.). There is also a danger of drawing Russia into the new Great War, in connection with the situation in Syria, Afghanistan and Ukraine. At the same time, a speech with the Address to the Federal Assembly of the President of Russia V.Putin on March 1, 2018, during which he talked about the latest military technologies of Russia (hypersonic missile, etc.), is a powerful blocker on the way to the Forces of World Evil, seeking to unleash the Third World War. Here are a few key quotes from Putin’s speech:

2. “There is no need to create new threats for the world, but on the contrary, we need to sit down at the negotiating table and together think about the renewed, promising system of international security and sustainable development of civilization. We’ve always told you about this. All these proposals remain in force, Russia is ready for this. ”

At present, the situation in the world is comparable to the most serious crises of international relations since 1945. The large-scale expulsion of Russian diplomats in March 2018, carried out as a result of the complex British anti-Russian operation of the Hybrid War, is an indicator of the formation of a global anti-Russian coalition organized by Russia’s main historic enemy, the United Kingdom. At the same time, the risk of a crisis exacerbating the situation can not only quickly, but suddenly surpass the threshold values. This my thesis is confirmed by the real events of the spring of 2018. On March 4, the British information anti-Russian offensive began, allegedly poisoning the traitor Skripal. Then on April 7, British intelligence MI6, with the help of its special unit White Helmets, organized a new provocation – allegedly a “chemical attack” in the Syrian Duma (Eastern Guta), which was a production shoot. On April 9, Israel struck a blow at Syria’s airbase. And on April 14, NATO military aggression against Syria was carried out. I would like to draw your attention to the fact that 40 days after the beginning of the British anti-Russian operation of the Hybrid War, a real military strike was launched by NATO in Syria.

The change in the general nature of the geopolitical confrontation in the 21st century seems so obvious that it does not require much evidence. The most important component of the anti-Russian deterrence strategy, approved at the NATO summit in Warsaw (2016), is a hybrid war that is systematically conducted against Russia with the aim of weakening and disintegrating it.

Hybrid warfare – a set of military force, political-diplomatic, economic and financial, information and psychological and information and technical pressure , as well as the color revolutions of technology, terrorism and extremism, activities of special services, the formation of special forces, special operations forces and structures of public diplomacy, carried out under a single plan by state authorities, military-political blocs or TNCs.

It is important to understand that the Information War is the core, the core of the Hybrid War.

The goals of the hybrid war are the complete or partial disintegration of the state, a qualitative change in its internal or foreign policy, the replacement of state leadership by loyal regimes, the establishment of external ideological and financial-economic control over the country, its chaos and subordination to dictates from other states or TNCs. 

Thus,  it is important for Russia to take into account the tendency to erase the differences between the state of war and peace. Non-military information and ideological methods of influence are being increasingly used with the use of the protest potential of the population. And protests after the fire in the shopping center of Kuzbass are clearly demonstrated. These means of struggle are supplemented by military measures of a hidden nature, including information confrontation and the actions of special operations forces.

2. Operation of British intelligence MI6 “SCRIPAL”: Information weapons are more dangerous than nuclear weapons

Absolutely correct analysis gave the British machinations of March 13, 2018 in Itza Duma Speaker Irina Spring, commenting on the Russian accused of involvement in the poisoning S.Skripalya: ” Today is much more dangerous weapons – not nuclear , not somewhere else, and information . And the fact that in relation to Russia is running such a machine the information attack, this suggests that in fact we are talking about weapons of mass destruction “(” TV Channel Russia “).

We give a small chronology of events.

S. Skripal’s poisoning is an incident that occurred on March 4, 2018 . in Salisbury (Great Britain) with a traitor and his 33-year-old daughter Julia, a Russian citizen who came from Moscow to visit her father.

March 14, 2018 . Theresa May officially accused Russia of trying to kill Skripal and his daughter. May announced that in response to the poisoning, bilateral contacts with Russia will be suspended at a high level and that 23 Russian diplomats will be expelled from Great Britain

March 15 leaders of the United States, Britain, France and Germany issued a joint statement in which he condemned Skripal poisoning and his daughter and accused Moscow of a chemical attack. In the statement, the attack was called “an encroachment on British sovereignty” and “a clear violation of the Chemical Weapons Convention and international law”.

On March 16, the Investigative Committee of Russia opened a criminal case under Article 105.2 clause “e” of the Criminal Code of the Russian Federation (attempted murder in a generally dangerous manner) in connection with the attempted murder of a Russian citizen Yulia Skripal

March 21  – a briefing for foreign ambassadors on the situation with Skripal – was superbly led by the Director of the Department of the Ministry of Foreign Affairs of Russia Vladimir Ermakov.

April 3   – the head of the British laboratory “Porton Down” G.Eytkenhed said he could not confirm that the nerve gas, which has been poisoned S.Skripal and his daughter, made in Russia. As he concluded, the laboratory did not determine its origin, but provided scientific information to the British government, which then used a number of other sources to draw conclusions.

April 4 – SVR head S.Naryshkin at ISIS-2018 announced the provocation of British special services (the Russian ambassador to the UK, A.Yakovenko, said this on April 2).
