Russian Active Measures Are Terrorist Activities By A Terrorist State


I read this headline today and just shook my head.  I don’t know what to call this because there is no story behind the link.

I can’t even call it an article, but it did cause me to think and to write this blog.

Sessions is the United States Attorney General, the top US law enforcement officer.  As such he would most likely receive these type briefings from the FBI which, besides being a federal law enforcement agency, is also a member of the Intelligence Community.

Therefore, let’s reveal a conundrum.  The FBI would only investigate Russian Active Measures if a crime was committed.  In the past, it would have been a loss of a large amount of money.  Those are the two things which normally trigger both the law enforcement and the intelligence communities, loss of money and a crime being committed at the national level or across state lines or done overseas against the US or a US entity.

A third but seldom mentioned cause is a threat to national security.  Most times that means guns, bombs, or a pending or ongoing military or terrorist attack.  Neither the FBI nor the Intelligence Community is investigating Russian Active Measures as a threat to National Security.

Usually, a threat to national security can be quantified.  3,000 tanks.  One nuclear weapon. One dirty bomb. One vial of ricin. The list is fairly extensive, but usually, these are weapons of mass destruction, a military force aligned against the US, or something which will kill a lot of people.

Now, consider terrorists and how they recruit members.  Terrorist propaganda, that receives a lot of attention, because that feeds members into a terrorist group.

Now consider Russian Active Measures.  There is no crime being committed.  There is no monetary loss.  There are no military forces about to launch. This is not recruiting material for a terrorist group.

Or is it?

For years, Ukraine has labeled what Ukraine is doing against Russian quasi-military operations inside East Ukraine as Anti-Terrorist Operations or ATO.  In this sense of the word, Russia is actively supporting terrorist operations against Ukraine. Check.

For years, Russia has undermined democracy in the West. They have launched propaganda at the West to undermine our faith in our elected officials, highlighted problems in the West, and driven wedges between various democratic institutions at every possible opportunity. Check.

Russia has actively supported operations to smear the reputation of one of the Presidential candidates, causing literally unmeasurable harm to her reputation and perhaps causing that candidate to lose. Check.

Russia has been the originating source of thousands, if not millions of fake news stories, designed specifically to undermine our belief in the media, especially the press. Check.

Russian hackers routinely break into US networks and systems, even sharing their stolen documents with Russia. Furthermore, Russia attacks the US, routinely, in cyberspace. Russia hides behind cyber-enable anonymity ever time, however.

These, and countless other documented actions by Russia, are terrorist attacks against the United States of America and the West – as a whole. Check.

If you are still not convinced, consider the Russian government actively suppressing journalists doing their jobs. Consider they assassinate political opponents of Vladimir Putin. Consider they suppress opposing opinions in the media. Consider that they suppress protests and mass demonstrations of opposition to the Russian government.

These are the epitome of terrorist acts committed by Russia against the US, against the West, and against their own people. Check.

Now consider Russian Active Measures.

Active measures (Russian: активные мероприятия) is a Soviet term for the actions of political warfare conducted by the Soviet and Russian security services (Cheka, OGPU, NKVD, KGB, FSB) to influence the course of world events, in addition to collecting intelligence and producing “politically correct” assessment of it.

Russia planted stories in a wide network of sources around the world, only the intelligence community (and skilled OSINT researchers) can prove that Russian Intelligence Services underwrote or supported the creation of many of these sites, and published stories specifically designed to skew a Presidential election, cause chaos, division and animosity within the ranks of the disgruntled losers, and cause them to disrupt and actively resist the routine operations of the US government at the highest levels.  #Resist supports Russian objectives. Check.

Russia is an existential threat to the security of the United States of America.

Why is Russia not at least considered a terrorist supporting state if Russian Active Measures and a litany of other actions supported, sponsored, and conducted by Russia are specifically aimed at harming the United States?   Is Russia, in fact, a terrorist state?

Mr. President, you should correctly label Russia a threat to the United States, a terrorist state.

The people are asking for it.

You would not be alone.

This media has said this.

I have said this before.

This has been studied.

Motyl, professor of political science at Rutgers University argues that Russia’s direct and indirect involvement in the violence in eastern Ukraine qualifies as a state-sponsored terrorism, and that those involved qualify as “terrorist groups.”[95]Behaviour by Russia with its neighbours was named by Dalia Grybauskaitė, President of Lithuania, who gave an interview to the BBC, in which she repeated her charge, saying that “Russia demonstrates the qualities of a terrorist state.”[96]

In May 2016, Reuters published a Special Report titled “How Russia allowed homegrown radicals to go and fight in Syria” that, based on first-hand evidence, said that at least in the period between 2012 and 2014 the Russian government agencies ran a programme to facilitate and encourage Russian radicals and militants to leave Russia and go to Turkey and then on to Syria; the persons in question had joined jihadist groups, some fighting with the ISIL.[97]

It is time to stand your ground, resolute, much like the desk you sit behind.

Mr. President, you should correctly label Russia a threat to the United States, a terrorist state.
