Information warfare – a real factor of geopolitics. Under them, we usually mean the whole range of information on the impact of operations on the psyche and behavior of people, society as a whole, as well as measures to combat this influence.

It says Doctor of Political Sciences, Professor Igor Panarin for the electronic publication ” look “:

“Information warfare go constantly, right now, and they are not prohibited by international law. And it is a global threat to Russian national security.

In 1967, Allen Dulles – the main organizer of the information war against the Soviet Union, publishes a book called “The Secret surrender”, which was devoted to the secret separate negotiations between the United States and Great Britain on the one hand and the Reichsfuehrer SS Himmler, on the other.

Negotiations were in Switzerland, and Soviet spy Stirlitz and other patriots of Russia and Germany to let them.

Dulles, in his book describing the process, the first to introduce the term “information war”, meaning by it the personal, intelligence, subversive actions to undermine the enemy’s rear.

The next stage – 1976 – American engineer Thomas Ron for the first time uses the term “information war”, applying it to engineering systems.

And in 1985, the term “information war” has been sounded in China. In my opinion, it is no coincidence, because today China is one of the leaders in information warfare.

Further, the term is evolving and in 1992 in the US there is a special document the US Joint Chiefs of Staff, called the “information war”. He was devoted to the experience of the activities of armed forces and US government agencies in the Persian Gulf during Operation “Desert Storm”.

In 1995, the term “information war” appears in Russia.

heated debate begins in the Russian media and the scientific community that represents the phenomenon, but most of the theory and methodology of information war did not exist.

In 1997, my doctoral thesis “Information and psychological support of the national security of Russia” was built grill methodological information warfare theory. the term “information warfare” has also been introduced.

What is different from the information war information warfare? Information confrontation – is a form of struggle of the parties, is the impact on the information environment of the opposing side and protecting private information from negative influences.

The difference between these two concepts only in the fact that the information war is made more active, using sabotage and terrorist methods.

In 2012, the first time publicly, the term “information warfare” used by President Vladimir Putin. In 2016, the term “information warfare” mentioned Chief of the General Staff of the Russian Armed Forces, Army General Valery Gerasimov.

Unfortunately, the factor of active information warfare against our Motherland underestimated the political elite of Russia, as before the elite of the USSR.

Our country – the only one in the world, which broke twice in the twentieth century (in 1917 and 1991).

Why in 1917, when tsarist Russia collapsed, and in 1991, when collapsed ideologically very different Russia, it happened on a similar scenario? Maybe, the collapse of the architects were the same strength?

If we approach the issue from the standpoint of a single system process, which does not affect the ideological components, and does not affect someone who is at a critical moment in power, it built a clear algorithm of collapse.

If we look at the February revolution of 1917, we can see that this event brought together three kinds of coups, which, from my point of view, coordinated by the United Kingdom, the main geopolitical enemy of Russia.

The British conducted global information operations aimed at the collapse of the Orthodox Russian Empire. Then they also played a key role in the collapse of the Soviet Union, using their own individual approach to Gorbachev.

Modern Russian to win the information war, the need to create a special organizational, managerial and analytical frameworks for countering information aggression against our country.

Russia lagged behind the United Kingdom and the United States to use the information as a weapon.

If we look at the Russian Armed Forces today – for example, our aviation in Syria – they are an order of magnitude more efficient than they were in August 2008, during the operation to force Georgia to peace.

But in the information sphere, in the sphere of formation of public opinion, creating your own information on the agenda, our results are much worse.

And this is the first strategic step in this direction was made – February 22, 2017, Russian Defense Minister Sergei Shoigu announced the creation of Forces information operations. It is important, but only a first step towards the creation of a powerful state system of conducting information warfare.

Further steps for alignment of the key components of this system such as:

1. The State Council on information warfare, which includes representatives of government agencies, public diplomacy, the media community, businesses, political parties, NGOs and so on. D.

2. Advisor to the President of Russia on Information Operations. Advisor should coordinate information-analytical divisions of state agencies and their interaction with the Ministry of Defense Forces information operations and information operations centers FSB, Federal Security Service, the Foreign Intelligence Service and a number of other ministries and departments.

3. The foreign state media holding (media resources of the First Channel, VGTRK, aimed at foreign audiences, MIA “Russia today” and so on. D.). It is advisable that the subordination of the media holding the Russian Foreign Ministry, considering a largely copying the American experience.

4. troops Russian Ministry of Defense information operations.

5. Centers for Information Operations FSB, FSO and the Russian Foreign Intelligence Service. ”
